Character Entities in alt, meta, select, etc...

Hello,
I have a question which I can't find any definite answer to. What is
the proper way to format these special character entities in html? I
know how to use them to actually display the characters on the
screen, but where I keep getting conflicting info is when using them
for the following:
- meta tags
- alt text
- title tags
- in select menus on forms
and anywhere else you can imagine!
We do a lot of work for international clients and this is critical.
For example, a German client has requested specific words for their
keywords, in the META tag. I don't know if I should use the keystroke
character for something such as a 'u' with the dots over it, or if I
should use the ü grouping? Same with the alt text; again, they
are very specific on what they need and I have to make sure search
engines pick up the proper wordings.
Any help anybody can provide would be greatly appreciated...and of
course, the sooner the better. Thanks very much, in advance.
